Screen can be replaced in an afternoon. A frame is different. When Milton's wind creased a purlin, racked a door opening, or pulled a beam off its gutter-line attachment, the cage needs structural work, and structural work is its own trade with its own permit.
Bent or creased members are cut out and replaced with matching extrusion. Racked door openings are squared and re-hung. Kick plates, corner brackets, and the attachments where the cage meets the house or the gutter line are repaired or replaced. Base plates that pulled at the deck are re-anchored. A cage that sits crooked after a storm often comes back with a handful of members and a day of work.
Frame repair stops short of a rebuild. When the number of failed members, a collapsed roof section, or corrosion through the extrusion means the cage would be mostly new metal, the contractor will say so and talk about replacement instead. Either way you get a written scope at the house.
Unlike a rescreen, frame repair is structural and triggers a permit in Manatee County, the City of Bradenton, Palmetto, and each of the three island cities. Any repair in a flood zone needs a permit regardless, which covers Anna Maria, Holmes Beach, Bradenton Beach, and Cortez. After the 2024 storms the county waived hurricane-repair permit fees into May 2025. The contractor pulls the permit and schedules the inspection.
Once the frame is square, the rescreen goes in over clean channels, and it is the natural moment to renew the fasteners and check the bracing cables that just got tested.
